Surely if you apply the principles listed in the video, there's no reason it shouldn't work but
– you need access to a native speaker
– you need your learning to be relevant (if it's a hobby, like my long time attempt at Japanese, forget it)
– you need dedication, which means doing some kind of practice every day, several times a day
– you need something to talk about.
– you need extensive access to media in your target language
Also this doesn't go into having to learn new complex writing systems or even just languages with "unusual" spellings. I've learnt over the years that you can go so far as learn to read but write a sound in your target language is yet another neural pathway.
Ultimately learning a language is a complex process of committing a whole new set of words into long term memory that you can read, write and understand as a tool set to communicate with people outside your native culture (I'm broadly generalising here but even if you come from a multicultural background it still applies)
